You have a picture which is too large or too small.
How do we best resize it?
Here's a picture to the left
seen at 44% open in the
Resize window.
We’re going to resize it to 25 % of original size.
In the resizing window,check the advanced settings. See the red arrow.
A new pane opens.
We can reduce by%or by pixel dimensions.
Here we are reducing to 25%.
In advanced settings, we have 5 kinds of resizing. Optimal Bicubic Pixel Resize Moderated Medium Optimalis the default and self-adjusts as needed

The best way to see the effect of the resizing on an image is to experiment.
